This grant is also subject to the following conditions: 1. With the exception of the repointing of the Ka—band beams listed above, no other changes are authorized to the previously authorized technical parameters of the Ka—band beams aboard AMC—15. See IBFS File No. SAT—LOA—19950929—00132 et al. 2. SES is authorized to operate the AMC—15 satellite‘s Ka—band TT&C beacon with right—hand circular polarization in the 18.58185 GHz—18.58215 GHz frequency band. 3. SES is authorized to provide DTH services over the AMC—15 satellite, in both the Ka— and Ku—bands, in accordance with SES Americom, Inc., Applications for Modification of Fixed—Satellite Service Space Station License, Order and Authorization, 18 FCC Red 16589 (2003). 4. SES‘s request of a waiver of Sections 25.114(d)(14)(ii) and 25.283(c) of the Commission‘s rules, 47 C.F.R. §§ 25.114(d)(14)(ii) and 25.283(c) is granted. These rules require an applicant to demonstrate that all stored energy will be vented at the spacecraft‘s end—of—life. The AMC—15 space station is a Lockheed Martin A2100 model that was not designed to completely vent its oxidizer tanks. Following the launch of the spacecraft in October 2004, the two oxidizer tanks were permanently sealed by firing pyrotechnic valves. As a result, SES states that at the end of AMC—15°s operational life there will be oxidizer remaining in the tanks that cannot be vented. SES states that the residual oxidizer in AMC—15‘s two oxidizer tanks at end—of—life have a mass of 11.6 kg at a temperature of 8° Celsius in a tank with a volume of 327.5 liters. We waive Sections 25.114(d)(14)(ii) and 25.283(c) in light of the fact the action taken to seal the oxidizer tanks was taken prior to the adoption of this rule, and compliance would require direct Page 1 of 2

The operations of AMC—15 must comply with any agreement previously coordinated with United States Government systems pursuant to footnote US334 to the Table of Frequency Allocations, or must request coordination of the new beam pattern. 6. Nothing in this grant of modification changes the license term for the AMC—15 space station, which expires on May 31, 2020. Licensee/grantee is afforded thirty (30) days from the date of release of this action to decline the grant as conditioned. Failure to respond within this period will constitute formal acceptance of the grant as conditioned. This action is taken pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 C.F.R. § 0.261, and is effective upon release. Station licenses are subject to the conditions specified in Section 309(h) of the Communications Act of 1934, as amended, 47 U.S.C. § 309(h).
