FLEET MANAGEMENT NOTICE OF DIRECTV ENTERPRISES, LLC

DIRECTV Enterprises, LLC (“DIRECTV”) respectfully submits this notification

pursuant to the Commission’s fleet management procedures to modify the SKY-B1 fixed-

satellite space station license (Call Sign S2922) to relocate the satellite from its currently

authorized orbital location at 43.10° W.L.1 to 43.15° W.L.2 A completed Form 312 is attached.

In addition, DIRECTV provides the following certification in support of this notification as

required by Section 25.118(e) of the Commission’s rules.3

CERTIFICATION OF COMPLIANCE WITH SECTION 25.118(e)

DIRECTV hereby certifies that this fleet management notice complies with the

requirements of Section 25.118(e), as indicated below:

        (1) SKY-B1 will be relocated to 43.15° W.L., a position within ±0.15° of an orbital location

See Policy Branch Information; Actions Taken, Report No. SAT-01158, File No. SAT-AMD-20150806-00054
(May 13, 2016) (Public Notice).
2
The SKY-B1 satellite successfully launched on February 14, 2017 and pursuant to a grant of special temporary
authority will be conducting in-orbit testing at the 33.0° W.L. orbital location starting February 20, 2017 for
approximately 26 days. See Policy Branch Information; Actions Taken, Report No. SAT-01214, File No. SAT-
STA-20170123-00008 (Feb. 3, 2017) (Public Notice). This grant of STA includes authority to drift the satellite
from 33.0° W.L. to 43.10° W.L. following completion of in-orbit testing. DIRECTV will file a separate request for
special temporary authority for the revised drift of the satellite from 33.0° W.L to 43.15° W.L., consistent with this
notification.

    47 C.F.R. § 25.118(e).

         assigned to DIRECTV.

     (2) After relocation, SKY-B1 will operate within the technical parameters authorized and

coordinated for SKY-B1 at its currently assigned orbital location of 43.10° W.L.

     (3) DIRECTV will operate SKY-B1 at 43.15° W.L. in compliance with all the conditions of

         its license for operation.

     (4) DIRECTV will limit operations of SKY-B1 to tracking, telemetry, and command

functions during the relocation and satellite drift transition period.

     (5) DIRECTV certifies that:

            (i) It has assessed and limited the probability of SKY-B1 becoming a source of

debris as a result of collisions with large debris or other operational satellites at

                 43.15° W.L.;4 and

(ii) The proposed station-keeping volume of SKY-B1 following relocation will not

overlap a station-keeping volume reasonably expected to be occupied by any

other satellite, including those authorized by the Commission, applied for and

pending before the Commission, or otherwise the subject of an ITU filing and

either in orbit or progressing towards launch.

     (6) Relocation of SKY-B1 will not result in a lapse of service for any current customer.

     (7) Not applicable.

     (8) Not applicable.
