Unless otherwise specified herein, operations under this grant must comport with the legal and technical
specifications set forth by the applicant or petitioner and with Federal Communication Commission‘s rules
not waived herein. This grant is also subject to the following conditions:        ’

    1. In connection with the provision of service in any particular country, SES Americom is obliged to comply
       with the applicable laws, regulations, rules, and licensing procedures of that country.
       SES Americom must operate the AMC—2 space station at the 84.85° W.L. orbital location in compliance
       with all existing and future coordination agreements. In the absence of a coordination agreement, such
       communications must comply with applicable provisions of the ITU Radio Regulations as the
       Commission cannot guarantee the success of the required coordination.
       The operations of AMC—2 and associated earth stations in the conventional C—band (3700—4200 MHz and
       5925—6425 MHz) and conventional Ku—band (11.7—12.2 GHz and 14.0—14.5 GHz) must comport with the
       applicable uplink and downlink limits in 47 CFR § 25.140(a)(3) of the Commission‘s rules, unless SES
       Americom coordinates any non—conforming operations with the operations of U.S.—licensed geostationary
       orbit space stations within 6 degrees of the 84.85° W.L. orbital location. SES Americom must also
       comport with the maximum power limits indicated in its application. Non—conforming operation must
       also be coordinated with respect to those operations of non—U.S.—licensed space stations within 6 degrees
       of $4.85° W.L. involving approved communications with U.S.—licensed earth stations.
       Operation of AMC—2 in the 14.47—14.5 GHz (Earth—to—space) frequency band is subject to the terms of
       footnotes 5.149 and US342 to the United States Table of Frequency Allocations, 47 CFR § 2.106, 5.149,
       US342, which urge applicants to take all practicable steps to protect the radio astronomy service from
       harmful interference.
       SES‘s request for a waiver of Section 25.210(j) of the Commission‘s rules, 47 CFR § 25.210(J) IS
       GRANTED. Section 25.210(j) requires geostationary space stations to be maintained within +/— 0.05
       degrees of their assigned orbital longitude in the east—west direction, unless specifically authorized by the

            Commission to operate with a different longitudinal tolerance. SES proposes to save fuel by operating
            AMC—2 with an east—west station—keeping tolerance of +/— 0.1 degrees. SES also states that the proposed
            station—keeping volume for AMC—2 will not overlap with the station—keeping volume of any other
            spacecraft. We agree that increasing the station—keeping volume of the AMC—2 spacecraft will not
            adversely affect the operations of other spacecraft and conserve fuel. Accordingly, SES is authorized to
            operate the AMC—2 space station with an east—west station—keeping tolerance of +/— 0.1 degrees of $4.85°
            W.L., provided that no other spacecraft is located within the same station—keeping volume of AMC—2.
            This waiver and the operations its permits will terminate in the event a spacecraft is launched or relocated
            into a location such that its station—keeping volume would overlap AMC—2‘s +/— 0.1 degree station—
            keeping volume, but not overlap AMC—2s +/— 0.05 degree station—keeping tolerance, unless SES
            successfully coordinates AMC—2‘s physical operations with those of other spacecraft. This waiver is
            limited to AMC—2and does not extend to any replacement space craft.
            SES‘s request for a waiver of Section 25.114(c)(4) of the Commission‘s rules, 47 CFR § 25.114 (c)(4) IS
            GRANTED. Section 25.114(c)(4) requires that the predicted antenna gain contours for each transmit and
            receive antenna beam for geostationary satellites be provided in a GIMS—readable format. SES states that
            the satellite manufacturer does not provide global horn antenna data in the required format and, thus, SES
            has provided the information in Annex A of the Technical Amendment. We find that the information in
            Annex A of the Technical Appendix provides sufficient information of the global horn antenna to enable
            the Commission to determine whether the AMC—2 space station meets the Commission‘s technical
            requirements.‘
            Grant of this application does not change the expiration date of the authorization for the AMC—2 space
            station, which is December 31, 20172
            Within 30 days of completion of the end—of—life maneuvers, SES Americom shall send a letter to the
            Chief, Satellite Division, International Bureau, indicating the apogee and perigee of the AMC—2 disposal
            orbit.
Licensee/grantee is afforded thirty (30) days from the date of release of this action to decline the grant as
conditioned. Failure to respond within this period will constitute formal acceptance of the grant as conditioned.

This action is taken pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 CFR § 0.261,
and is effective upon release.

Station licenses are subject to the conditions specified in Section 309(h) of the Communications Act of 1934, as
amended, 47 U.S.C. § 309(h).
