SES Americom, Inc. (“SES”) respectfully submits this notification pursuant to the Commission’s fleet management procedures to modify the AMC-3 fixed-satellite space station license to relocate the satellite from 67° W.L. to 72° W.L. A completed FCC Form 312 is attached. In addition, SES is providing below a certification in support of this notification as required by Section 25.118(e) of the Commission’s rules, 47 C.F.R. § 25.118(e). BACKGROUND SES currently operates the AMC-3 satellite in the conventional C- and Ku-bands at 67° W.L.1 On October 14, 2016, SES filed a fleet management notice informing the Commission of its intent to relocate its AMC-6 satellite from 72° W.L. to 67° W.L. and to operate it within the technical parameters currently licensed and coordinated for AMC-3 and AMC-4.2 In that notice, SES explained that the next step would be for AMC-3 to be relocated to 72° W.L., once its customer traffic was safely transferred to AMC-6. 1 SES Americom, Inc. SES now seeks to execute the second step in its fleet management plan as described in the October 14 Notice and relocate AMC-3 to 72° W.L. where it will operate within the technical parameters licensed and coordinated for AMC-6.3 Coverage contours for AMC-3 at the new orbital location are provided in Attachment 1. Swapping the AMC-6 and AMC-3 satellites will allow SES to better respond to customer requirements at both 67° W.L. and 72° W.L. and to manage its fleet more efficiently. CERTIFICATION OF COMPLIANCE WITH SECTION 25.118(e) SES hereby certifies that this fleet management notice complies with the requirements of Section 25.118(e), as indicated below: (1) AMC-3 will be relocated to 72.0° W.L., an orbital location assigned to SES Americom, Inc. (2) After relocation, AMC-3 will be operated within the technical parameters authorized and coordinated for the AMC-6 spacecraft at 72° W.L. (3) SES certifies that it will operate AMC-3 at 72° W.L. in compliance with all of the conditions currently imposed on the operation of AMC-6 at the same orbital location. (4) SES certifies that it will limit operations of AMC-3 to tracking, telemetry, and command functions during the relocation and satellite drift transition period. (5) SES Americom certifies that (i) It has assessed and limited the probability of AMC-3 becoming a source of debris as a result of collisions with large debris or other operational satellites at 72° W.L.4 and (ii) The proposed station-keeping volume of AMC-3 following relocation will not overlap a station-keeping volume reasonably expected to be occupied by any other satellite, including those authorized by the Commission, applied for and pending before the Commission, or otherwise the subject of an ITU filing and either in orbit or progressing towards launch. 3 SES notes that AMC-3 does not have an extended Ku-band payload, and therefore will not operate under the portion of the AMC-6 license that authorizes extended Ku-band services. 4 SES Americom, Inc., File No. SAT-MOD-20111220-00243, Technical Appendix at 17-20, filed Dec. 20, 2011 (describing orbital debris mitigation plan for AMC-3). 2
