Dear Ms. Dortch:

On March 9, 2016, Mike Safyan, Director of Launch and Regulatory Affairs of Planet Labs, Inc.
(“Planet Labs”), and Tony Lin, counsel for Planet Labs, met with Stephen Duall and Chip Fleming of
the International Bureau to discuss the above-referenced application and the Petition to Dismiss,
Deny, or Hold in Abeyance (“Petition”) submitted by ORBCOMM License Corp. (“ORBCOMM”) in
this application proceeding.1 During the meeting, Planet Labs discussed its upcoming launches and
explained efforts by the company to minimize false positive conjunction alerts and reduce orbital
collision risks.2 Planet Labs also emphasized the important business need for the company to
deploy in the 450 km x 720 km elliptical orbit.3 Planet Labs stated that it had a discussion with
ORBCOMM regarding the application and that it expected to continue such efforts.
