                             REQUEST FOR MODIFICATION
                                   (Call Sign S2369)

DIRECTV Enterprises, LLC (“DIRECTV”) hereby requests that its authorization to
operate the DIRECTV 1R spacecraft at the 55.8º E.L. orbital location be modified to reflect the
amendment of DIRECTV’s operational agreement with New Skies Satellites, B.V. (“New
Skies”). In accordance with Section 25.117(d)(1) of the Commission’s rules, DIRECTV
identifies in this Application only those items of information that should be changed from its
original application. DIRECTV hereby certifies that the remaining information in its original
application has not changed.

On December 21, 2012, the Commission granted DIRECTV authority to operate
DIRECTV 1R at the 55.8° E.L. orbital location. 1 Condition 4 of that grant states that operations
of the spacecraft “must conform to the operational agreement reached between DIRECTV and
New Skies, dated December 20, 2012.” The parties recently concluded an amendment to that
operational agreement. Accordingly, DIRECTV requests that its authorization be modified to
provide that operations of DIRECTV 1R at this orbital location “must conform to the operational
agreement reached between DIRECTV and New Skies, dated December 20, 2012, as amended
from time to time.” This modification will enable DIRECTV to conform its operations to the
most recent agreement with New Skies immediately, and also enable the parties to make further
adjustments to that agreement in the future as appropriate without further involvement of the
Commission.

Grant of this application will serve the public interest by enabling DIRECTV to conform
the operations of DIRECTV 1R to the parameters of its most recent agreement with New Skies,
ensuring intensive use of valuable orbital/spectrum resources without risk of causing harmful
interference to the adjacent satellite operator.
