Dear Ms. Dortch,

       EchoStar Satellite Operating Corporation (“ESOC” and, together with its affiliates,
“EchoStar”) files this letter to update the Commission on events affecting its recent modification
application for the EchoStar 15 satellite to permit operations into Brazil from the nominal 45º
W.L. orbital location.1

       Until recently ESOC had anticipated that its EchoStar 16 satellite would launch in time to
free EchoStar 15 for service at 44.9º W.L. Thus, in its original application, ESOC requested that
the Commission modify its authorization to permit operations from 44.9º W.L. on the date on
which all traffic was successfully transitioned from EchoStar 15 to EchoStar 16 at the nominal
61.5º W.L. orbital location.2 As the Commission is aware, however, the recent failure of the
Proton M/Briz M launch vehicle has delayed the launch of EchoStar 16.3 EchoStar now expects
the EchoStar 16 satellite to launch on or about November 20, 2012.4

        To permit EchoStar 15 to relocate to 44.9º W.L. in a timely manner, EchoStar recently
requested authority to operate the QuetzSat-1 satellite from the nominal 61.5º W.L. orbital
location to free EchoStar 15 for service at 44.9º W.L.5 Accordingly, ESOC asks that EchoStar
15’s modified authority commence instead upon completion of the transfer of traffic from
EchoStar 15 to QuetzSat-1.
