The application of Intelsat License LLC (formerly PanAmSat Licensee Corp.)(Intelsat) to
modify the authority for its C—band space station, Galaxy 12 (Call Sign $2422), IBFS File
No. SAT—MOD—20111011—00197, as supplemented, is granted.‘ Specifically, Intelsat is
authorized to provide Fixed—Satellite Service (FSS) via the Galaxy 12 space station at the
129.0° W.L. orbital location in the 3700—4200 MHz (space—to—Earth) and 5925—6425
MHz (Earth—to—space) frequency bands." Additionally, Intelsat is authorized to conduct
Telemetry, Tracking, and Command (TT&C) operations with the Galaxy 12 space station
at the 129.0° W.L. orbital location using the following frequencies: 4198.0 and 4199.875
MHz (space—to—Earth); 4198.0 and 4199.875 MHz (space—to—Earth); 6424.5 MHz (Earth—
to—space); and 6425.5 MHz (Earth—to—space). Operations under this authorization shall be
in accordance with the technical specifications set forth in Intelsat‘s application and
Federal Communication Commission (Commission) rules not waived herein, and are
subject to the following conditions:


        1.     Intelsat shall operate the Galaxy 12 satellite at the 129.0° W.L. orbital
location in compliance with all existing or future coordination agreements.
         2.       Intelsat‘s request for continued waiver of Section 25.283(c) of the
Commission‘s rules, 47 C.F.R. 25.283(c), is granted for the reasons stated in the original
grant of waiver. See IBFS File No. SAT—MOD—20080630—00133 (granted Sept. 2, 2008).
         3.       While at the 129.0° W.L. orbital location, Intelsat shall maintain the
Galaxy 12 spacecraft with an east/west longitudinal station—keeping tolerance of +/— 0.05
degrees.
        4.      Nothing in this authorization extends the license term for this space
station, Call Sign $2422, which expires on May 4, 2018. See IBFS File No. SAT—LOA—
20000929—00136.
        5.      Intelsat is afforded thirty days from the date of release of this grant and
authorization to decline this authorization as conditioned. Failure to respond within this
period will constitute formal acceptance of the authorization as conditioned.

2012); SAT—00861, SAT—STA—20120323—00060 (rel. April 20, 2012); SAT—00844, SAT—STA—20120124—
00009 (Rel. Feb. 10, 2012); SAT—00838, IBFS File No. SAT—STA—20111227—00252 (rel. Jan. 20, 2012);
SAT—00826; IBFS File No. SAT—STA—20111118—00223 (rel. Dec. 2, 2011). On September 17, 2012,
Intelsat filed an application for an additional STA to operate Galaxy 12 at 129.0° W.L, IBFS File No.
SAT—STA—20120917—00151, which is currently pending.
* Intelsat‘s modification application for Galaxy 12 included both C— and Ku—band frequencies. Intelsat filed
a clarification stating that it only seeks authority to retain the C—band frequencies at the nominal 129° W.L.
orbital location. See Letter from Jennifer Hindin, Counsel for Intelsat License LLC, to Marlene H. Dortch,
Secretary, FCC, dated June 21, 2012.

     Intelsat License LLC,              pursuant to Section 25.117 of the rules of the Federal
     Communications Commission,               hereby seeks to modify the authorization for the Galaxy 12
      (Call Sign $2422)          satellite.        Specifically,        this application seeks permanent authority to
     relocate Galaxy 12           to,    and to operate the satellite at,                  129.0 W.L.
