        Dear Chairman Genachowski:

        As a State Senator who represents parts of rural upstate New York, T fully understand the significant
        affect the lack of access to wireless broadband services can have on the lives of everyday people. T write
        to you today encourage the FCC to carefully consider the importance of a regulatory process that
        promotes smart policies that will allow companies, such as LightSquared, to develop 4G LTE networks
        and bring needed competition to the high-speed wireless broadband market, and most importantly
        coverage to rural areas of our state and country.

        The 47th State Senate District comprises significant areas where my constituents do not have any access to
        the internet, much less high-speed wireless broadband. The lack of access presents a public safety risk
        and hinders my district and ultimately our state from engaging in the economic benefits presented by the
        information age.

        Business as usual in the wireless broadband market is not helping our nation. It is time to look forward
        and find solutions to the interference issues between LightSquared's proposed network and our nation's
        GPS systems so that we can bring broadband coverage to the rural parts of our state and country - now is
        the time to act.
