        Dear Assistant Secretary Strickling:

        As the CEO of a small business located in New York‘s Capital District and owner of a home in the
        Adirondack Mountains with no access to wireless communications, | know firsthand that there is a real
        need for wireless broadband coverage in rural parts of New York State. | am writing to you today in support
       of LightSquared‘s plan to bring wireless broadband coverage to rural New York by developing a state—of—
       the—art, satellite—backed, 4G LTE wireless broadband network.

       | understand the company is in the middle of their review process by, I respectfully urge you to assume
       control of the review and testing process to ensure LightSquared is provided an opportunity to demonstrate
       that its network will not interfere with certain GPS devices when real—world testing scenarios are performed.

       Our country should be in the business of doing whatit can to work with companies like LightSquared;
       especially when they are committed to working with the GPS community to address any real—world
       interference issues that may exist.

       Rural New York is in desperate need of wireless broadband coverage. Please do what you can to facilitate
       a fair and transparent review process that will allow LightSquared to begin investing the billions of dollars
       needed to develop their low cost wireless broadband network.
