Dear Ms Dortch:

l am writing you today to ask for your support for LightSquared‘s plan to bring an
innovative new wireless telecommunications network to lIlinois. As a sworn
peace officer with over 15 years of law enforcement experience, | can‘t
emphasize how vital it is for first responders to have access to the most up to
date technology

Over the past decade, LightSquared has helped first responders complete their
missions by providing us with innovative and reliable mobile satellite
communications during emergencies. LightSquared‘s plans to adding a new —4G—
LTE service to their satellite network — in addition to serving businesses and
households —— will give emergency personnel an unprecedented level of
affordable and reliable communications, allowing us to be more effective and
safe at times when natural disasters wipe out other telecom capabilities.

In addition to accelerating communications capabilities with a 4G network,
LightSquared has at its disposal a newly launched next—generation satellite that
provides ubiquitous broadband coverage over the entire country. It is this
combination of a comprehensive terrestrial network and powerful satellite that will
provide seamless backup, allowing us to continue to communicate with our fellow
emergency responders whether they are on scene or assisting from afar. The
company‘s commitment to our mission is long—standing and proven: during
Hurricane Katrina, for example, FEMA was able to maintain communications with
Ioc'al‘ first responders on the Gulf Coast thanks to LightSquared.

We cannot pass up this opportunity to enhance our ability to protect life and
property. That is why I am asking you to work on behalf of first responders to
ensure that we have the proper tools to reach those in need — and to support
LightSquared‘s plans to roll out national wireless service.
