Dear Secretary Marlene H. Dortch:

I am writing to encourage you to support expanded development of wireless broadband, which may
eventuallybenefit economic development in northeastern Minnesota including the area where our
business, Nemadji Research Corporation, is located. 1 have recently learned of an application pending
before the Federal Communications Commission to offer an integrated nationwide satellite 4G network
that will allow universal cell—phone and internet connectivity throughout the entire United States on behalf
of LightSquared, a national telecommunications company.

Nemadji Research Corporation (NRC) is a family owned for—profit corporation with 49 employees based
on our proprietary software with a commitment to advance the quality of our technology in order to
provide innovative and state of the art services to our customers. We envision moving forward in
additional areas of technology to provide a greater array of services, but we can only do as much as
technology allows. We have located our business in rural Minnesota for the purpose of being able to
provide quality jobs in our community but the high cost of broadband capacity in our area is actually
prohibitive. For instance, we pay $2,000 monthly for the similar service available in the Twin cities
for $50.

We need reliable and affordable broadband to continue to grow high—paying high—tech jobs in our area.

 | urge you to support the Federal Communications Commission‘s process and to encourage it to reach a
 timely decision. But I also ask that the FCC include in its approval the condition that this development

_affordablemanner. There is no question that the major markets are generally a company‘s main market, #

 it only makes economic sense. Yet, LightSquared could well be the company that gets the ball rolling for
band width in rural America.
