Dear Ms. Dortch:

It has come to my attention that the FCC will soon be making key decisions on a
promising new Internet technology called 4G LTE by a company called LightSquared. I
wanted to take this opportunity to share my views on the importance of improved
broadband to the disabled population.

As an active advocate for the disabled population, and a quadriplegic myself, I
understand how important connectivity is to providing opportunities for people that often
encounter barriers to education, health care and jobs. As you can imagine, physical
conditions often limit mobility and improved high speed broadband, such as the network
LightSquared is proposing, would provide more opportunities for teleconferencing,
education and telecommuting. In addition, I believe that the LightSquared‘s wholesale
model would allow for more adapted devices to come to market.

As 1 understand the present situation, one key decision is if construction of the potential
network should be halted while issues with the GPS system are worked out. I believe that
broadband should be a priority, and it seems to make more sense to continue building the
network, if the company is willing to do so, while these issues are being worked out.

I believe we have already waited too long for this kind of broadband network that can
improve the lives of so many.
