Dear Ms. Dortch:

On August 26, 2015, Reed Hundt, representing LightSquared, met by phone with Philip
Verveer, counselor to the Chairman. Mr. Hundt discussed the testing by Roberson & Associates
that is underway to provide a comprehensive look at the L-Band and how this vital mid-band
spectrum can be used to serve the American public’s ever-increasing appetite for broadband
speed. Mr. Hundt said that this testing will be clear, convincing, and conclusive, and will show a
path forward for the Commission to bring 45 MHz of broadband spectrum to the wireless
industry’s LTE arsenal while at the same time not cause harmful interference to GPS services.
The parties also discussed the 1675-1680 MHz band and the expert filings in that docket from
last year showing how LTE can be operated on that band in a manner that respects NOAA’s use
of that band.

Please direct any questions to the undersigned.

                                                                   Respectfully submitted,

                                                                   /s/
                                                                   Gerard J. Waldron
                                                                   Counsel to LightSquared
