         Memorandum Opinion and Order, Application to Modify the License for EchoStar 7 to
         Specify Operations at the 118.8° W.L. Orbital Location, DA-12-1670 (rel. Oct. 17,
         2012).

Dear Ms. Dortch:

        DISH Operating L.L.C. (“DISH”) submits this letter pursuant to paragraph 8 of the
above-referenced Memorandum Opinion and Order, which requires DISH to provide the
Commission, by December 19, 2012, all information it requires in order to modify the Appendix
30 Region 2 Broadcasting-Satellite Service Plan and associated Appendix 30A Region 2 feeder-
link Plan to incorporate the characteristics of EchoStar 7’s operations at 118.8° W.L.

       No modifications to the Plans are necessary as a result of EchoStar 7’s move from 118.9°
W.L. to 118.8° W.L. The current filings for Direct Broadcast Satellite Service Satellite Network,
USABSS-14M, are fully applicable to EchoStar 7’s operations at 118.8° W.L.
