Dear Ms. Dortch:

         At the International Bureau’s request, SkyTerra Subsidiary LLC hereby files
this letter to clarify alleged discrepancies regarding the cross-polarization isolation
values stated in the Schedule S and the Technical Exhibit of the above-referenced
application. The 25 dB “Min. Cross-Polar Isolation” value specified in column “g”
of Table S7 of the Schedule S form is the satellite antenna cross-polarization isolation
specification value for each of the four Ku-band feederlink beams. The “C/I
(Crosspolarization)” value stated in the link budgets is the calculated (not specified)
carrier-to-noise power ratio derived from the Cross-Polar isolation, as well as other
link parameters. In other words, the “C/I (Crosspolarization)” is an effect of, and not
the same as, the satellite “Min. Cross-Polar Isolation.” For example, in calculating
link budgets, SkyTerra considered not only the individual beam cross-polarization
isolation value but also the impact of the cross-polarized signals from all feederlink
beams to determine an aggregate carrier-to-interference ratio (C/I). Thus, the link
budgets in the Technical Exhibit state the “C/I (Crosspolarization)” values as 23 dB
in the GMSA cases and 24 dB in the GMR-3G cases.
