    Dear Ms. Domenici;

            Globalstar Licensee LLC ("Globalstar") hereby provides its report pursuant to paragraph
    41(h) ofthe referenced Order and Authorization.

            Paragraphs 41(d) and (e) of the Order andAuthorization impose certain conditions on
    Globalstar‘s provision of its ATC services which Globalstar will operate in conjunction with
    Open Range Communications, Inc. Globalstar and Open Range intend to include the following in
    their customer terms and conditions of service for those customers who subscribe to the MSS—
    ATC offering:                                                                           |

            The U.S. Federal Communications Commission ("FCC") has required that we
            suspend our services to you in the event that Globalstar, Inc., our business partner
            and the operator ofthe Globalstar Mobile Satellite System, fails to comply with
            certain regulatory requirements as of July 1, 2010, and July 1, 2011. We expect
            that any such suspension, if it occurs, will be temporary. We will provide you
            with at least thirty (30) days* notice prior to suspending your service, and we will
            extend yourservice contract for the period of the suspension. We will waive any
            applicable early termination fee (see Section [TBD]) if you choose to terminate
            your contract rather than extend it for the period of the FCC—mandated
            suspension.
