In its submissions, Globalstar and Open Range Communications, Inc. ("Open Range") proposed a specific target schedule for the deployment of MSS/ATC service. This letter clarifies that the offer of an exchange upgrade to 2,500 customers who participate in the proof—of—concept deployment of service, referred to in the first bullet on page 2 of the paper submitted on October 14, will be at no cost to the customer, rather than at cost as indicated in the October 16, 2008 letter.
