Dear Ms. Dortch:

Pursuant to Section 1.65 of the Commission’s rules,’ New I C 0 Satellite Services G.P.
(“ICO”) submits this filing to make the Commission aware of new information related to
the above-referenced application.

As I C 0 explained in its application, KO’s launch provider, Lockheed Martin
Commercial Launch Services (“LMCLS”), postponed ICO’s launch for approximately
six weeks because LMCLS’ subcontractor, United Launch Alliance, LLC (“ULA”),
revised its launch manifest due to a minor Atlas launch anomaly investigation and
attendant resolution, coupled with unforeseen spacecraft processing issues that caused
delays to the Atlas launches earlier in 2007.

Since I C 0 filed its application, ULA and LMCLS have continued the anomaly
investigation and the launch date of the next scheduled satellite, the Wide Band Gap
Filler Satellite (“WGS”), has not been firmly established. Once the WGS launch date is
established and the remaining Atlas manifest is adjusted accordingly, it may require I C 0
G1 to launch slightly later (by a matter of weeks) than January 15,2008, the milestone
date currently sought in the application. I C 0 expects to have additional information
about its own launch schedule fi-om LMCLS after the WGS launch, and that it will be in a
position to make any necessary amendment to its requested launch milestone at that time.

In light of this additional information, IC0 requests that the Commission extend the
initial comment date for the application until October 15, 2007. I C 0 will provide the
Commission with a further update on this matter as soon as more specific information is
made available to I C 0 by LMCLS.
