Washington, DC 20554 Re: File No. SAT—MOD—20070611—00082 — Information on the Telemetry, Tracking, and Control Systems for the EchoStar 11 Satellite for the International Telecommunication Union Submission for this Satellite Dear Ms. Dortch: On behalf of EchoStar Satellite Operating Corporation, we are submitting a CD—ROM containing files for the International Telecommunication Union ("ITU") submission for the telemetry, tracking, and control ("TT&C") systems on the EchoStar 11 satellite for the above—referenced file number. These files contain information required by the ITU for TT&C systems. The files on the CD—ROM are as follows: (1) USABSS—30 (Art. 2A AP30 30A).mdb; (2) ATT 1 — BEAM TC1 GAIN CONTOURS.gxt; (3) ATT 2 — BEAM TC1 GAIN TOWARDS GSO.gxt; (4) ATT 3 — BEAM TC2 GAIN CONTOURS.gxt; (5) ATT 4 — BEAM TC2 GAIN TOWARDS GSO.gxt; (6) ATT 5 — BEAM TMI1 GAIN CONTOURS.gxt; (7) ATT 6 — BEAM TM1 GAIN TOWARDS GSO.gxt; and (8) ATT 7 — BEAM TM2 GAIN CONTOURS.gxt. We are submitting these files separately from the application to permit launch and operation of the EchoStar 11 satellite, which was filed yesterday on the International Bureau Filing System ("IBFS"), because the ".gxt" files are not a recognized file format for attachments in IBFS. Please include the files on the enclosed CD—ROM with the other materials related to the EchoStar 11 satellite filed yesterday.
