CERTIFICATION I, David Murray Drucker, certify under penalty of perjury that: 1. I am the manager of ATCONTACT COMMUNICATIONS, LLC (“ATCONTACT”). 2. To the best of my knowledge, information and belief, ATCONTACT has completed critical design review of its proposed Ka-band geostationary and non- geostationary orbit fixed-satellite service (“FSS”) satellite system. 3.
