      Dear Ms. Dortch:

               On November 4, 2005, Mobile Satellite Ventures Subsidiary LLC (°MSV) filed the
      above—referenced applications for authority to modify is liense to operate an ancillary terrestrial
      component (ATC®)in the L band." MSV redacted Table 1 on page 5 of the Application which
      identifiesthe L band frequencies liensed to MSV and Mobile Satellite Ventures (Canada) Inc.
      (‘MSV Canada‘) that are not shared by another L band operator within the visible portion of the
      geostationary are as seen from the ATC coverage area. See Application, Narmative at 5. As
      discussed herein, this information should be treated as confidential.*

                MSV requests confidentialtreatment of Table 1 on page 5 of is Application for
      authority to modify it liense to operate ATC in the L band which identifies the L band

      within the visible portion of the geostationary arc as seen from the ATC coverage arca. See

confidentiality ofthis information and has afforded it confidentialtreatment."

       The Table for which confidentialtatmentis sought pertains to Mobile Satellite Service
("MSS")in the L band, which is part of the market for wireless services in which MSV faces
competition from other MSS providers as well as from terrestrial wireless operators.
