isolation requirements contained in Section 25.21 O(i) of the Commission’s rules ARE
GRANTED. Accordingly, we extend the launch milestone date for the IA-8 satellite
from March 30,2005 to September 30,2005 and waive Section 25.210(i) of the
Commission’s rules to the extent provided here, in accordance with the terms, conditions,
and technical specifications set forth in its application, this Attachment and the Federal
Communications Commission’s Rules.

          1. Failure to meet the extended launch milestone date of September 30,2005
          shall render the IA-8 authorization null and void.

          2. Section 25.210(i) of the Commission’s rules require the ratio of the on-axis co-
          polar gain to the cross-polar gain of the antenna in the assigned frequency band be
          at least 30 dB within its primary coverage area. Intelsat indicates that during
          testing antenna performance measurements revealed that the IA-8 satellite did not
          satis$ the cross-polarization isolation requirement for 100% of the primary
          coverage. Specifically, the minimum measured CONUS cross-polarization
          isolation for Ku-band is 29.3 dB. It occurs at the southern edge of CONUS at
          11.95 GHz in the vertical polarization. In addition, the measured C-band antenna
          performance shows non-compliance with the 30 dB standard within areas
          constituting no more than 5% of the composite coverage area. The worst case
          occurs over Hawaii, with isolation of 22.3 dB in the vertical polarization at 6175
          MHz. With respect to CONUS coverage, the minimum uplink isolation is 26.2
          dB in the vertical polarization at 6425 MHz. For the downlink performance,

        which is the factor that could affect adjacent satellite networks, the minimum
        isolation is 27.5 dB in the horizontal polarization at 3950 MHz for CONUS
        coverage. We find that grant of a waiver of Section 25.210(i) is justified because
        the IA-8 satellite's failure to meet the cross-polarization isolation standard in
        Section 25.210(i) will not result in significant increase in interference, except to a
        limited extent to the IA-8 satellite. Grant of this waiver is consistent with our
        decision in prior Commission orders4

        3. The license term for the IA-8 satellite, Call Sign S2 160, is fifteen years and
        will begin to run on the date that Intelsat certifies to the Commission that the
        satellite has been successfully placed into orbit and its operation fully conforms to
        the terms and conditions of its authorization.

        4. The conditions contained in the authorization to launch and operate IA-8 at the
        89" W.L. orbital location otherwise remain unchanged. This action is without
        prejudice to any action on Intelsat's pending applications with respect to the 77"
        W.L. orbital location, IBFS File Nos. SAT-RPL-20041015-00201and SAT-PDR-
        20041228-00231, and has no effect on any prior action relating to the 77" W.L.
        orbital location.

        5. This action is used pursuant to Section 0.26 1 of the Commission's rules on
        delegated authority, 47 C.F.R. 9 0.261, and is effective upon release. Petitions for
        reconsideration under Section 1.106 or applications for review under Section
        1.115 of the Commission's rules, 47 C.F.R. $6 1.106, 1.1 15, may be filed within
        30 days of the date of the public notice indicating that this action was taken.
