           Dear Chairman Martin:

                   I understand that the Federal Communications Commission (“FCC”) has pending
           before it an application by Globalstar LLC, a California-based company, for authority to
           incorporate an “ancillary terrestrial component” (“ATC”) into its existing Mobile Satellite
           Services (“MSS”) business. I am writing to urge the FCC to take prompt action on
           Globalstar’s application.

                   If granted, company officials have explained that ATC authority will enable
           Globalstar to significantly enhance its ability to provide MSS services in response to
           emergencies and natural disasters by, among other things, enhancing the satellite signal to
           allow for indoor use of the phones. First responders, emergency providers, and government
           agencies throughout the country will benefit by these improvements as they face natural
           disasters or other emergencies in the future.

                     Given the importance of ATC services to Globalstar as a company, and to the
           public safety customers who rely on Globalstar’s services, I would encourage expedited
           consideration of the company’s ATC application. Globalstar filed its application nine
           months ago. Ample time has passed, in my view, to permit substantive consideration of the
           company’s filing. With financing decisions expected in January that will affect Globalstar, I
           hope the FCC can complete its review in short order.

                    I do not advocate a particular outcome on Globalstar’s ATC application. Rather, I
           believe sufficient time has passed for the FCC to make a decision and thus would urge
           prompt consideration of this matter.
