         Pursuant to Section 25.143(e)3) of the Commission‘s rules," 1CO Satelite
Services G.P. ("1CO®) submits the following documents as evidence of its compliance
with the milestone requirement to "[cJommence coordination ofthe physical operation of
the satellite>"" 1) an ICO affidavit (attached hereto as Attachment 1), certifying
commencement of coordination of the physical operation of ICO‘s geostationary satellte;
2) a letter from ICO to PanAmSat (attached hereto as Attachment 2), referencing an
inital meeting on physical coordination ofsatellite operations and confirming plans for
future meetings on the topic, and a letter from 1CO to Telesat Canada (attached hereto
as Attachment 3), proposing an initil meeting to address physical coordination of the
companies® respective satellite operations.

       1CO Satelite Services G.P. (‘ICO®) was recently authorized to operate a
geostationary satellte in the Ka—band and S—band at the 91° W.L. orbital Tocation,
scheduled for launch in July of 2007. 1CO is aware that PanAmSat currently operates the
C—band GALAXY—9 satellte and the C—/Ku—band GALAXY—11 satellite at that location.

        As discussed in a July 14 meeting, ICO and PanAmSat began coordination ofthe
physical operations of (Le., mitigating the possibility of collision between) the ICO and
Panamsat stellites at 91° W.L. Specifically, ICO and PanAmSat prepared an agenda for
discussing: the basic parameters of their respective satellites; existing and planned
station—keeping operations, and; future meetings on physical coordination.
        1CO looks forward to working with PanAmSat toward timely completion of
physical coordination of operations of their respective satellites. Andrzej Korab will act

operates the NIMIQ—1 and NIMIQ—3 (ak.a. DIRECTV—3) DBS satelites at that location.
         1CO requests coordination of the physical operations ofthe ICO and Telesat
Canada satellites. Specifically, ICO wishes to discuss options for mitigating the
possibility of collision between the ICO and Telesat Canada satelltes at 91° W.L.. At an
