                 Dear Ms. Dontch
                 On October 28, 2004,the International Bureau granted the above—referenced
                 requests of IntelsatLLC ("Intelsat") for modification of ts icense to operate the
                 INTELSAT 706 at 50.25° EL.\ Condition 8 of the grunt required Intelsat to
                 "prepare and submit to the Federal Communications Commission, within fifteen
                 days following grant of this authorization, the necessary materials for submission to
                 the ITU, pursuant to Article 8.4 of the Radio Regulations, in connection with the
                 operations of the NTELSAT 706 satelliteatthe 50.25° EL. orbital location."

‘The Administration of the United States of America would like toinform the ITU that a
 13. licensed satellte, INTELSAT 706, has been authorized to provide services in the C—
(3700—420073             MHz) and Ku—bands (10.05—11.2, 1L45—11.7, 1L7—11.95, 12.5—
12.75, 14.0—14.5 GHz) within its designated service areas from the 50.25° EL.
geostationary orbit location.
The satellite will be operated in accordance with the Table of Frequency Allocations of
the Radio Regulations.
Intelsat has demonstrated that the intended operations will not cause potential excess
interference to other adjacent operating satellte systems. However, these operations
have been authorized only under the Radio Regulatory provision 4.4
This information is being submitted for its possible relevance to the provisions of Article
8 of the Radio Regulations.
