                 Request for Determination of Compliance with Satellite System Implementation
                 Milestone

Dear Ms. Dortch:

         Pursuant to Section 25.165(d) of the Commission’s Rules, 47 C.F.R. §25.1d5(d), as
clarified by Public Notice dated August 6,2003, titled Procedure for Filing Bonds k..wsuunt to
New Satellite Licensing Procedure (Report No. SPB- 187, DA 03-2602) (“2003 Public Notice”),
DG Consents Sub, Inc. (“DigitalGlobe”) hereby submits information sufficient to ebtablish
completion of milestone number four (launch and operate the first satellite in the lidensed
satellite system) for the above referenced non-geostationary orbit satellite system, aT; set forth in
Section 25.164(b)(4) of the Commission’s Rules (47 C.F.R. §25.164(b)(4)).

         As reported in the national media, DigitalGlobe successfully launched its WbrldView 60
satellite (commercially known as “WorldView - 1”) on September 18, 2007. The WlorldView 60
satellite is currently in orbit, and is undergoing testing in its approach to full operatibnal
capability. See Declaration of Michael B. Adams, Jr. (attached hereto).

        DigitalGlobe respectfully requests that the Commission promptly review thq submitted
information and issue a public notice confirming completion of milestone number fqur. In
accordance with Section 25.165(d) of the Commission’s Rules and the 2003 Public Notice, upon
issuance of this Public Notice, DigitalGlobe will reduce the bond currently posted frtom
$2,000,000 to $1,000,000. All other terms and conditions of the bond will remain the same and
will be provided to the Commission upon filing.

        A copy of this letter will be posted electronically through the “milestone mo&le” of the
International Bureau’s electronic filing system.

                                        DECLARATION

I, Michael B. Adams, Jr., hereby declare under penalty of perjury that the following statements
are true and correct to the best of my belief

      1. That I am the Associate General Counsel of DigitalGlobe, Inc. (“DigitalGlobe”), which
         through a wholly-owned subsidiary company, DG Consents Sub, Inc., is authorized by
         the Federal Communications Commission (“Commission”) to add a nongeostationary
         orbit (“NGSO”) remote-sensing satellite, WorldView 60 (also known commercially as
         WorldView- 1) to its operating Earth Exploration Satellite Service (“EESS”) system in
         the 8025-8400 MHz frequency band.

     2. That on September 18,2007, the WorldView 60 satellite was successfully launched on
        board a Boeing Delta 2 rocket from Vandenberg Air Force Base in California.
        Communications have been established with the satellite, and the spacecraft is now
        undergoing operational testing.

     3. That all statements of fact in the foregoing Request for Determination of Compliance
        with Satellite Implementation Milestones are true and correct to the best of my belief.
