       Dear Ms. Dortch
               Purstant to Section 25.280 of the Commission‘s rules, Mobile Satellte Ventures
       Subsidiary LLC (°MSV") hereby notifes the Commission thatit has commenced operation of its
       geostationary Mobile Satellite Service (°GSO MSS") satelite (AMSC—1) at 100.95°W in
       inclined orbit mode. 47 CER. § 25.280.
              Information required by Section 25.280(a) ofthe Commission‘s Rules:
               (1)    The operator‘s name
                      Mobile Satellite Ventures Subsidiary LLC
               (2)    The date of commencement ofinclined orbit operations
                      September 1, 2004.
               (3)    Initial inclination
                      Approximately 0.05°.
              (4)     The rate of change in inclination per year
                      Approximately 0.9° per year.

        (1) MSV will periodicallycorrect thsatellt atitude to achieve a stationary
spacecraft antenna pattem on the surface ofthe Eath and centered on the satelte‘s designated
service area. 47 CR §25.2800)(1).
        (2). MSV will control all interference to adjacent satellites, as a resultofoperating in
an inclined orbit, to Tevels not to exceed that which would be caused by the satelite network
operating without an inclined orbit. 47 CFR. §25.280(0)2).
        (3) MSV will not laim protection in exeess ofthe protection that would be received
hy the satellite network operating without an inclined orbit. 47 C.ER. § 25.280(b)G).
        (4). MSV will continue to maintainits satelite at ts authorized longitude orbital
