Dear Ms. Dortch:

                EchoStar Satellite Operating Corporation (*EchoStar®) hereby relinguishes the above—
referenced space station authorization (SAT—MOD—20031219—00372), which grants EchoStar authority
to operate the EchoStar 4 DBS satellteat the 157° W.L. orbital location on channels 1,7, and 11.‘ In
addition, EchoStar withdraws its pending modification application (SAT—MOD—20050513—00103),
which sought authority to remove the EchoStar 4 satelite from the 157° W.L. orbital location for more
than 90 days without terminating 1ts authorization for channels 1, 7, and 11 at that location."



       ‘ For the avoidance of any doubt, EchoStar is not hereby relinguishing its authorization with
respect to the eight channels at148° W.L. granted at tsame time as the three channels at 157° W.L.
