   Dear Ms. Dortch:

           On April 22, 2005, Jonas Eneberg of Inmarsat, Richard Barnett of Telecom Strategies,
   and I participated in a meeting with Commission staff (with Mr. Eneberg participating by
   telephone). The following members of the International Bureau participated: Rick Engelman,
   Chip Fleming, Hsing Liu, Sean O‘More, Frank Peace and Tom Tycez.

           The conversation focused on the interference limits established in the Commission‘s
   Memorandum Opinion and Order and Second Order on Reconsideration ("MO&O") in Docket
   No. 01—185. More specifically, we discussed Inmarsat‘s views that (i) the 200 kHz reference
   bandwidth in 25.253(d) should be eliminated, (ii) a reference distance to establish coordination
   requirements should be added to 25.253(h), and (iii) rules should be adopted to constrain the
   potential for ATC interference causing the overload of the Inmarsat—4 satellite receiver.
