Dear Ms. Dortch:

        This is to inform you that, on January 13, 2005, in connection with the above-
referenced applications, the undersigned, representing Motient, Inc., an investor in
Mobile Satellite Ventures LP (“MSV”), spoke by telephone to Bryan Tramont, Chief of
Staff to Chairman Michael K. Powell.

       The purpose of the call was to emphasize the importance of the Commission’s
favorably resolving the Ancillary Terrestrial Component (“ATC”) issues remaining after
the issuance of the International Bureau’s ATC licensing decision, particularly the
uplink limit for intersystem interference, the downlink power limits at airports and
waterways, and the elimination of a numerical limit on base stations.1
