 Dear Ms. Dortch

       On September 14, 2004, Santanu Dutta of Mobile Satellite Ventures LP (*MSV"); Henry
 Goldberg of Goldberg, Godles, Wiener & Wright, counsel for Motient Corporation; and the
 undersigned, counsel for MSV, met with Richard Engelman, Howard Griboff, Kathym MedJey,
 Rod Porter, Steve Spacth, David Strickland, and Cassandra Thomas, all of the International
 Bureau. MSV responded to questions from the Intemational Bureau regarding the core elements
 of MSV*s pending application to operate an Ancillary Terrestrial Component in conjunction with
 the current and next—generation satellites of MSV and Mobile Satellite Ventures (Canada) Inc.,
 as set out in MSV‘s ex parte letter of August 2, 2004. The substance ofMSV‘s position on these
 core elements is set out in MSV‘s filings and ex parte submissions in the record of the above—
 captioned proceedings.
