          Dear Ms. Dortch:
          The Seminole Tribe of Florida requests that the Commission take action on the application of Mobile
          Sarelite Ventures Subsidiary LLC (MSV) to operate terrestrial base stations to supplement its
          Mobile Satellite Service ("MSS®).. Obtzining this lcense is MSV‘s first step toward building its next
          generation system.
          Imaplementing a newsystem requires significant investment and improved system design which could
          take an appreciable amount of time. The Commission‘s expeditious action is critical to assure the
          Seminole Tribe‘s continaity of service to our communites.

          The Seminole Tribe of Florida has non— contiguous reservations and a built—out terrestial tlephone
          network does not exist over large rural and/or wildemess areas of the six reservations.
          Disasters are a fictof life. The abliy of The Seminole Tribe of Florida to prepare for, responds to,
          recover from, and mitigate the impacts of a wide variety of disasters that could adversely affeet the
          health, safety and/or general welfaze ofthe residents of our communities could greatly benefit from
          MSV‘s success.
