During the meeting, the MSV representatives discussed key issues included in the above-referenced applications and their expeditious resolution. The discussion included the uplink standard of 6% AT/T, the overhead gain suppression value, the vocoder issue, the downlink power value, the key telecommunications standards that might be incorporated into MSV's ATC system, and the rationale for having an in-orbit
