                          Dear Ms. Dortch:

                          On June 15, 2004, Susan H. Crandall, Assistant General Counsel, Intelsat Global
                          Service Corporation and Carl R. Frank, Wiley Rein & Fielding LLP, Jennifer A.
                          Warren, Senior Director, Trade and Regulatory Affairs, Lockheed Martin
                          Corporation and Adam Krinsky, Wilkinson Barker Knauer LLP, met with
                          representatives of the Commission’s International Bureau. The Commission
                          representatives were as follows: Thomas Tycz, Cassandra Thomas, Marilyn Simon,
                          Stephen Spaeth, Louise Kless-Wallace and JoAnn Lucanik (participating via
                          telephone).

                          During the meeting, the participants discussed Intelsat North America, LLC’s
                          Opposition to SES AMERICOM, Inc.’s Application for Review of the
                          Commission’s Order and Authorization issued by the International Bureau on
                          February 11, 2004.’ The represenatatives of Intelsat Global Service Corporation and
                          Lockheed Martin Corporation also summarized the FCC’s statutory authority under
                          the ORBIT Act to grant, in the first instance, and renew a special temporary
                          authorization (“STA”) for “additional services”.
