               This is to inform you that, on June 16,20004, in connection with the above-
        referenced applications, the undersigned and Jared Abbruzzese, acting on behalf of
        Motient, Inc., the largest shareholder of Mobile Satellite Ventures ("MSV), met with
        Donald Abelson, Chief of the International Bureau. We informed Mr. Abelson about
        the financing plans for MSV and the importance of quick action to grant the above-
        referenced applications in light of those plans.
