In response to your voicemail, which I believe seeks further guidance on answering item 4 in the
attachment to the June 4th letter, we are looking for a series of differential analyses of the impact
to lnmarsat showing the effects of each of the proposed variations from the rules for which
waivers are requested, and one overall analysis showing the cumulative impact to lnmarsat of all
the proposed variations from the rules for which waivers are requested. These analyses should
be compared to Section C2 of the ATC rulemaking's Technical Appendix.

In addition, upon further review of the on-orbit spare waiver request, the following information, in
writing, would be most helpful:
The current and projected loading on each of the existing satellites;
The proposed capacity of the next generation satellite relative to the capacity of the current
generation satellite:
The projected lifetimes of the current satellite(s); and
The anticipated launch date of the new satellite(s).

Given the upcoming holidays, we would appreciate your submission on or before January 9th. As
I'm sure you know, we use this information to satisfy ourselves that the application is acceptable
for filing, and also to inform the 8th floor regarding the changes MSV has requested. Therefore,
we may have requests for further information based on our continued review of the applications,
and your submissions.
