      Dear Ms. Dortch:                                                     ‘nt-m&h,

              The North Carolina Department of Crime Control & Public Safety, Division of
      Emergency Management asks the Commission to expeditiously take action on the
      application of Mobile Satellite Ventures Subsidiary LLC (“MSV”) to operate terrestrial
      base stations to supplement its Mobile Satellite Service (“MSS”).

              Our Division has been using the satellite network since 1998 to provide seamless
      statewide dispatch radio service. Our agency is tasked with planning for, responding to,
      and recovering from any type of disaster, the MSV dispatch radio service works very
      well for us. We have no way of knowing in advance where the next disaster will occur,
      the MSV service ensures that we will be able to communicate with our Emergency
      Operations Center in Raleigh.

             MSV’s application was filed over 5 months ago in November 2003 and we
      understand that the technical issues have been fully considered for much longer. We ask
      that you act on MSV’s application as soon as possible.
