      Pursuant to Section 1.65 of the FCC‘s rules, Loral SpaceCom Corporation hereby informs the
FCC for purposes of the above—referenced proceedings that it is now Loral SpaceCom Corporation
(Debtor—in—Possession). On July 15, 2003, Loral Space & Communications Ltd. (now Loral Space &
Communications Ltd. (Debtor—in—Possession)) and certain of its affiliates, including Loral SpaceCom
Corporation (collectively, "Loral"), commenced with the United States Bankruptcy Court for the
Southern District of New York voluntary cases under chapter 11 oftitle 11 of the United States Code.‘
Four copies of this letter are enclosed for the FCC‘s files.




       Loral‘s chapter 11 cases have been consolidated for procedural purposes only and are being
       jointly administered pursuant to Rule 1015(b) of the Federal Rules of Bankruptcy Procedure
       under the caption of In re Loral Space & Communications Ltd., et al. (Chapter 11 Case No. 03—
       41710 (RDD)).
