Attachment Call Sign S2389 SAT-MOD-20030502-00079 SAT-AMD-20030822-00160 On October 10,2003, the International Bureau's Satellite Division granted Intelsat LLC's request for special temporary authority to operate the INTELSAT 602 satellite in the C-band (3625-4200 MHz downlink and 5850-6425 MHz uplink) and Ku- band (10.95-1 1.2 GHz and 11.45-1 1.7 GHz downlink and 14.0-14.5 GHz uplink) at the 50.5" E.L. orbital location, for a period of 60 days, subject to conditions.* With today's grant, we modify Intelsat LLC's license for the INTELSAT 602 satellite and authorize it to continue operating at the 50.5" E.L. orbital location subject to the following conditions: Intelsat LLC's operations shall be on a non-interference basis, i.e., Intelsat LLC shall not cause harmful interference to, and shall not claim protection from harmful interference caused to it by, any other lawfully operating satellites; In the event that any harmful interference does occur, Intelsat LLC shall cease operations until the issue is rectified; Intelsat LLC shall maintain full operational control of the INTELSAT 6021 satellite at all times; This authorization is issued on the express understanding that, to the extent Jntelsat LLC, pursuant to its agreement with Shin Satellite, a private company, will conform its operations to parameters agreed to in coordination agreements between the Thai Administration and other Administrations, responsibility for both compliance with and enforcing compliance with those agreements is a matter which would arise under private law; This authorization is also issued on the understanding that the Federal Communications Commission remains the licensing administration, for purposes of ITU Radio Regulation 18.1, for the INTELSAT 602 satellite, and that its operations are pursuant to ITU Radio Regulation 4.4; 1 See Request for Special Temporay Authority for INTELSAT 602; Call Sign 2389; File No. SAT-STA- 20030822-00159 (stamp grant from Thomas S. 6) This authorization is issued on the understanding that this grant is not an approval of any specific agreement entered into by Intelsat LLC, its subsidiaries, and affiliates, nor of any specific provision of any such agreement, concerning operation of the Intelsat 602 satellite, nor is it an approval of an agreement concerning any related matter, nor of any specific provision of any such agreement concerning any related matter; 7) This authorization is issued on the understanding that this grant, and previous grants for testing at the 50.5" E.L. orbital location, do not in any way express a view concerning, or agreement as to, the validity or lack of validity of any ITU filing ilt or within the vicinity of the 50.5" E.L. orbital location. 8) In connection with the provision of service in any particular country, Intelsat LLC is obliged to comply with the applicable laws, regulations, rules, and licensing procedures of that country.
