Dear Ms. Dortch:

DirectCom Networks, Inc. ("DirectCom") hereby surrenders its authorization to
launch and operate the Ka—band satellites assigned to the 123° W.L. and 127° W.L.
orbital locations.‘ Given current market conditions, DirectCom has decided no
longer to pursue construction and launch of these two satellites by the time frames
required by the Commission‘s milestones.

DirectCom also hereby withdraws its pending "Petition for Partial Reconsideration"
filed September 4, 2001° and "Petition for Waiver or Extension of Milestone" filed
August 30, 2002.° DirectCom‘s surrender of its Ka—band authorization obviates the
need for Commission action on these related petitions.
