Dear Ms. Dortch:

          This letter is written on behalf of Globalstar, L.P. (“GLP”), to request modification of the
ex parte status of the proceedings concerning the above-referenced applications fiom “restricted”
to “permit-but-disclose.”‘ We also ask that the Commission expedite action on this request.

       On January 29,2003, the International Bureau adopted a Memorandum Opinion and
Order @A 03-328) in which it denied a request by GLP for modification of certain
implementation milestones associated with its 2 GHz Mobile-Satellite Service (“MSS”) system
and canceled all GLP’s 2 GHz MSS licenses.2

       On March 3,2003, GLP filed an “Emergency Application for Review” and “Request for
Stay” of the Bureau’s decision. Both remain pending. Oppositions to both pleadings were filed
