Subject:       AfriStar-1 Satellite at 21 E Orbital Slot (Call Sign S2367)

Dear Ms. Dortch:

New York Broadband, as a consultant to SilkWave Africa, LLC (“SilkWave”), hereby notifies the
Commission that, due to a catastrophic failure of the AfriStar-1 satellite, SilkWave made the
decision to de-orbit the spacecraft to a graveyard orbit. The de-orbit maneuver was conducted
in accordance with the FCC Order on Orbital Debris, and was completed successfully on January
11, 2018.

The final measured orbit of the AfriStar-1 satellite is 357.6 km above the geostationary arc, with
an apogee and perigee of 388 km and 327 km above the arc, respectively.

To ensure compliance with applicable FCC requirements, SilkWave worked with the satellite
manufacturer and Intelsat to deplete the propellant tanks as much as practicable, discharged
the batteries, disconnected the power from the bus, and shut off the transmitters.

We intend to meet with the Commission in the coming weeks to discuss our plans for replacing
AfriStar-1 with AfriStar-2 (IB File No. SAT-LOA-20050311-00061, Call Sign S2666).
