AT—AMD—19990511—00052; and SAT—MOD—19990511—00051) Dear Mr. Abelson: On July 8, 2002, a company named Orbital Resources, LLC, through its attorneys, sent you a letter (the "July 8 Letter") informing you that the above—referenced license authorizing Loral Space & Communications Ltd. to operate both Ku—band and Ka—band capacity at 47° W.L. was "null and void" and requesting that the Bureau grant Columbia Communications Corporation ("CCC") the authority to operate a Ku—band satellite at that orbital location.
