     Dear Ms. Salas:

            Pursuant to Section 25.143(e)(2) of the Commission‘s Rules (47 C.F.R.
     § 25.143(e)(2)) and the International Bureau‘s Order and Authorization, DA 96—1924
     (released Nov. 19, 1996), I am providing an original and nine copies of this letter
     and the Declaration of William F. Adler, certifying that L/Q Licensee, Inc., has met
     the November 1999 implementation milestone for the Globalstar Mobile—Satellite
     Service system.

                                   DECLARATION


        1.     I, William F. Adler, am the Assistant Secretary of L/Q Licensee, Inc.
(“LQL”).



       2.     LQL has been authorized by the Federal Communications Commission
to construct, launch and operate the Globalstar Mobile—Satellite Service system in
the 1610—1626.5/2483.5—2500 MHz and 5091—5250/6875—7055 MHz frequency bands
for user links and feeder links, respectively. See L/Q Licensee, Inc., DA 96—1924
(released Nov. 19, 1996); Loral/Qualcomm Partnership, L.P., DA 95—128 (released
Jan. 31, 1995).                                  |

   —_   8.    Pursuant to the terms and conditions of its license, as set forth in
Paragraph 16 of the International Bureau‘s Order and Authorization, dated
November 19, 1996, LQL is required to meet certain implementation milestone
requirements. Specifically, LQL is required to commence construction of all
satellites for its authorized constellation within three years of November 1996.

       4.    On behalf of LQL, I hereby certify that this milestone requirement has
been met. Space Systems/Loral, Inc., the contractor for the spacecraft, has
commenced (and completed) construction of 52 spacecraft for the Globalstar system.
This completes the initial constellation of 48 operational spacecraft and 4 in—orbit
spares. Eight replacement satellites have also been ordered as on—ground spares for
use in the event of loss of in—orbit satellites.

        5.    Moreover, at this date, 48 Globalstar satellites have been launched;
the final launch of the 4 in—orbit spares is tentatively scheduled for late—January
2000 from Cape Canaveral.

        I declare under penalty of perjury that the foregoing is true and correct.
