Dear Ms. Dortch:

On June 15, 2017, Mariah Shuman, Senior Director of Regulatory Affairs of WorldVu Satellites
Limited (“OneWeb”), spoke with Tom Sullivan, Acting Chief of the FCC International Bureau, via
telephone regarding two separate and distinct items: (1) the ongoing rulemaking concerning
Non-geostationary (“NGSO”), Fixed-Satellite Service (“FSS”) Systems, and (2) OneWeb’s
pending Petition for Declaratory Ruling.

OneWeb expressed its view that the NGSO FSS rulemaking process is the proper forum for
resolution of all items related to the ongoing NGSO FSS proceeding. Accordingly, no decisions
on such items should be made in advance of the conclusion of such a detailed and thorough
rulemaking process and, specifically, no decisions on such items should be made in connection
with OneWeb’s pending Petition for Declaratory Ruling.

Pursuant to Section 1.1206(b) of the Commission’s Rules, 47 C.F.R. § 1.1206(b), this
letter is being filed electronically and e-mailed to the meeting participants.
