As demonstrated by the link budget tables embedded in S13(g) of the Schedule S, the clear sky maximum is within the limits set forth in Section 25.138(a) of the Commission’s rules, which specifies that the limits must be met under clear sky conditions. 1 The higher maximum power level for faded conditions embedded in S13(g) also is consistent with Section 25.138(a). The maximum transmit power for typical emissions from planned earth stations indicated in the second and fourth rows of S13 column (k) (i.e., 23 dBW and 10.5 dBW, respectively) also reflect faded conditions.
