                                Star One C3 – Letter of Intent
                                   Response to Question 36

        On October 13, 2010, the International Bureau issued a decision declaring the Permitted
List authority for the Star One C5 satellite null and void for failure to comply with applicable
milestones, rejecting Star One’s request to modify its C5 Permitted List authority by substituting
the Star One B1 satellite in its place at 68° W.L. See Petition for Modification to the
Declaratory Ruling Adding Star One C5 to the Permitted List, Order, File Nos. SAT-PPL-
20071113-00159, SAT-PPL-20081205-00225 (rel. Oct. 13, 2010). For reasons set forth in its
Application for Review, Star One has appealed this ruling. See Star One, S.A., Application for
Review, File Nos. SAT-PPL-20071113-00159, SAT-PPL-20081205-00225 (filed Nov. 12, 2010).
The appeal is still pending before the Commission.


                               Star One C3 – Letter of Intent
                                  Response to Question 42

        Star One seeks authority to serve the United States from the 75° W.L. orbital location
with the Star One C3 satellite. Star One C3 is licensed by the administration of Brazil. Please
see the accompanying Letter of Intent for a discussion on how granting Star One’s request would
serve the public interest, convenience, and necessity.
