IBFS File No. SAT-LOI-20110809-00150 (Call Sign: S2836) Dear Ms. Dortch: This letter is being filed in response to a request for information from the International Bureau dated December 16, 2011, regarding the above-referenced file number. Specifically, the Bureau requests launch and operational authority information from Inmarsat Hawaii Inc. (Inmarsat) on our INMARSAT-KA97 space station. Inmarsat holds authority from Ofcom for the radiofrequencies that would be employed on INMARSAT-KA97. As is customary in the UK, Inmarsat will seek authority under the United Kingdom Outer Space Act from the UK Space Agency for the INMARSAT-KA97 space station in the future, closer to the launch of the satellite (assuming approval of this Letter of Intent). In addition, Inmarsat believes that there are sufficient ties to the United Kingdom to provide the UK Space Agency the basis for issuing an authorization because of the procurement of the launch through a UK company, and a UK company will be responsible for in-orbit activities. Inmarsat has routinely received similar authority in the past, and does not anticipate a different result in this case. Please do not hesitate to contact the undersigned if you have any questions.
