Dear Ms. Dortch:

Yesterday David Wilson, the President of Spectrum Five LLC, and the undersigned met
with Commissioner McDowell and of the Commissioner’s staff to discuss Spectrum
Five’s pending petitions for declaratory ruling to provide service at the 103 degree West
Longitude and 119 degree West Longitude orbital slots using the 17/24 GHz Broadcast
Satellite Service frequency bands. Mr. Wilson reviewed the substance of the petitions
and asked that the petitions be expeditiously put out for public comment.

Pursuant to Section 1.1206(b)(2) of the Commission’s rules, a copy of this letter is being
filed for inclusion in the above-noted proceedings.
